The federal government and the Ismaili Council for Canada have signed a memorandum of understanding aimed at delivering more than 1,250 rental homes, including affordable units, across British Columbia, Alberta, Ontario and Quebec.

The agreement, announced in Vancouver by Foreign Affairs Minister Anita Anand and the Aga Khan, establishes a framework for collaboration between Build Canada Homes and the Ismaili Council to identify, assess and advance housing projects. The developments are expected to follow the Generations model, which combines affordable, multi-generational housing with services and amenities designed to support residents at different stages of life.

The partnership builds on a joint declaration issued in March 2026 by Prime Minister Mark Carney and the Aga Khan, which highlighted the role of partnerships in accelerating housing construction while fostering inclusive communities.

“Every Canadian deserves a safe, affordable place to call home,” said Anand. “This partnership with the Ismaili Council for Canada demonstrates how we can work together to build more homes faster while creating comprehensive communities where people of all ages can thrive. By supporting innovative, community-based housing models like Generations, we are helping increase the supply of affordable rental housing and making life more affordable for families across Canada.”

Housing and Infrastructure Minister Gregor Robertson said the MOU brings together government and council’s community leadership, and a commitment to affordability.

“By working together, we’re creating new opportunities to deliver homes that meet the needs of working families, seniors, newcomers, and vulnerable Canadians while supporting the development of complete communities.”

Build Canada Homes CEO Ana Bailão said Canada’s housing challenges require new approaches and partnerships that can accelerate housing delivery while creating lasting community benefits.

“The Generations model demonstrates how affordable housing can be community-based, and integrated with essential supports and services,” she said. “This memorandum establishes a strong foundation for collaboration that can help deliver more homes and create vibrant, inclusive communities for generations to come.”

The initial tranche of projects is expected to dedicate at least 30% of units to low- and moderate-income affordability levels, subject to project-specific approvals and funding availability.
