FS Industries aims to develop 11 towers, including one standing 52 storeys, as part of a proposed major mixed-use project in Halifax.

The development would occupy three properties in the city’s North End, on the Halifax peninsula about three kilometres northwest of downtown. New details released by Halifax Regional Municipality show it could contain up to 4,200 residential units, as well as office, retail and other commercial space.

The towers would range from 12 to 52 storeys and rise at 6080 Young St., 2854 Robie St. and 6055 Almon St. FS Industries proposes completing the development in six phases over about 25 years.

The plans also include about three acres of privately owned, publicly accessible open space.

A separate proposal from Monaghan Square South GP would add a 33-storey residential tower with about 415 units at 3000 Monaghan Dr., the former Mayflower Curling Club property. The site is next to the recently completed Monaghan Square twin-tower development.

The municipality published the new project details in a July 20 update to its Young Street Lands planning page. Although the district has long been designated for intensive redevelopment, the tower counts, heights, unit totals and phasing plans are new.

Neither proposal has been approved. Both owners must enter into development agreements, which are expected to go before regional council alongside new planning regulations. The municipality will hold public consultations Aug. 5 at the Halifax Forum.

The roughly 11.8-hectare Young Street Lands Future Growth Node is generally bounded by Young, Robie, Almon and Windsor streets. Existing planning policy anticipates 4,500 to 5,000 homes across the area.

The municipality is revising that policy because it effectively requires all five property owners to participate in a single development agreement. Municipal officials say that has created a barrier to development, particularly because Canada Post and the Nova Scotia government control parts of the area.

The revised framework would allow the properties to be developed separately while co-ordinating streets, parks and infrastructure. The municipality is also studying the transportation, water, wastewater, stormwater, electricity and communications upgrades needed to support the growth.

Canada Post owns the district’s largest property, a 5.7-hectare site containing a sorting and distribution facility. A 2023 municipal report estimated the property could eventually accommodate up to 2,000 homes, a public park and some of the district’s tallest buildings.

The FS Industries and Monaghan Square South applications provide the first detailed picture of the projects being advanced through the current planning process.
