Nalagx Selects 1,500-Acre New Brunswick Site For Explosives Plant

Canadian defence company Nalagx has selected northern New Brunswick for a proposed explosives manufacturing campus after the province offered it a 1,500-acre Crown land parcel near the Port of Belledune.

CBC News reports Natural Resources Minister John Herron outlined the site in a July 30 letter to Nalagx, citing access to roads, rail infrastructure and port facilities. The property is about 60 kilometres northwest of Bathurst, outside Belledune and Heron Bay. The offer is conditional on Nalagx securing a funding agreement with a credible operating partner by Dec. 31.

The proposed campus would eventually include 144,000 SF of buildings across 650 acres designated for industrial use. The remainder of the property would provide safety and buffer zones required around explosives manufacturing operations.

In November 2025, Connect reported Nalagx and French energetic-materials producer Eurenco planned to establish the production campus at an unidentified Canadian location. The companies subsequently ended their operating partnership, and Nalagx is seeking another operator.

The facility would manufacture military-grade trinitrotoluene, commonly known as TNT, along with propellants and explosives for the defence, mining and construction sectors.

Nalagx’s website estimates capital spending at $400 million and forecasts 2,770 full-time-equivalent positions from the capital phase. It estimates annual operating activity of $567 million and 1,400 full-time-equivalent positions.

The company’s schedule calls for feasibility work in 2026, design and permitting in 2027, construction in 2028, and commissioning in 2029. Full production is targeted for 2030.
