Peakhill Project Advisory Launches Public Sector Division, Expands Infrastructure Focus

Peakhill Project Advisory has launched a dedicated public-sector division, expanding its platform as demand grows across Canada’s infrastructure and major projects landscape.

The new platform will provide strategic, commercial and delivery-focused advisory services, supporting clients through project strategy, management and procurement. The move reflects rising expectations around transparency, risk management and accountability in public-sector development, as government and institutional owners seek more predictable project outcomes.

Leading the initiative is vice-president Robin McLernon, who brings decades of experience working with municipal, provincial and federal agencies nationwide. McLernon moved to PPA after spending approximately 13 years at P1 Consulting, most recently as vice-president of public sector projects. Her background delivering complex public infrastructure mandates positions the firm to pursue a broader range of advisory opportunities as public-private collaboration continues to evolve across Canada, said PPA.

“At a time when Canada is seeing unprecedented investment, policy alignment, and demand for modernized social infrastructure, this platform allows us to advance complex projects that deliver long-term community impact and sustainable value,” said McLernon.

Michael Grossman, president of PPA, said the expansion is designed to help public-sector clients navigate increasingly complex project environments by combining disciplined governance with practical delivery expertise. The firm’s integrated platform — which pairs advisory services with a strong capital base — is intended to create greater alignment between project planning and execution.

“Public-sector projects carry an enormous responsibility to deliver value to communities while managing risk, transparency, and accountability,” he said. ‘Our new platform is purpose-built to help government and institutional owners execute with confidence by bringing disciplined governance, practical expertise, and predictable outcomes to every stage of the project lifecycle. Robin brings deep experience and a disciplined, practical approach to delivery. Her track record of earning client trust and driving results is exactly what public owners need as projects grow more complex and scrutinized.”

The launch comes at a time when infrastructure investment and policy alignment are accelerating nationwide, driving new opportunities for partnerships between public agencies and private-sector operators. By strengthening its public-sector capabilities, Peakhill aims to support community-focused developments and long-term infrastructure initiatives while expanding its national footprint.

PPA provides full-service project advisory, development management and project oversight for real estate owners, developers and investors.

The project-advisory firm is a division of Peakhill Capital. The broader Peakhill platform includes more than 175 professionals across North America and oversees more than $14 billion in assets under administration.
