Westbank Proposing Major Apartment Project on Vancouver’s DTES

Westbank has teamed up with another developer and architecture firm to develop a major rental-apartment project on Vancouver’s Downtown Eastside.

Vancouver-based Westbank plans to build three towers standing 39, 38 and 19 storeys in a block the covers 1030-1180 East Hastings Street between Raymur Avenue and Vernon Drive. Westbank is partnering on the project with Vancouver-based Promerita and the local ZGF Architects office.

The partners have filed a development application that asks the city to consider the three towers under one proposal in accordance with DTES planning guidelines.

The DTES is notorious for poverty, widespread drug addiction and alcoholism that have plagued the area for decades. This project is among several completed and proposed developments designed to revitalize the district.

Plans call for 924 multi-residential suites, including 382 market units in the 38-storey tower, 385 market units in the 39-storey structure and 157 seniors social and affordable housing units in the 19-storey building.

Westbank and Promerita have transferred ownership of the land for the proposed 19-storey tower to BC Housing, the provincial government’s non-profit housing arm. BC Housing is slated to fund 100% of the design and construction while Westbank manages those services.

The development application lists BC Housing as a prospective financing partner for the other two towers. The project would replace an outdated single-room-occupancy building and low-rise commercial structure.

The Hastings Street corridor is one of the oldest parts of Vancouver, dating back to 1885.

The project will undergo public consultation from October 9 to October 22. A public information session will be held October 17 at the Japanese Hall at 487 Alexander Street.

An urban design panel will review the proposal October 23.
