Windmill to Develop Evergreen Mixed-Use Project in Ottawa’s Sandy Hill Area
Windmill Development Group is partnering with a local entrepreneur to launch the Evergreen, a nine-storey mixed-use condominium project in Ottawa’s Sandy Hill neighbourhood.
The project will introduce 121 new homes while emphasizing sustainability, adaptive reuse, and heritage preservation.
Situated at the corner of Laurier Avenue East and Blackburn Avenue, the Evergreen will be adjacent to the historic All Saints Anglican Church. Now operating as allsaints, the century-old church site functions as a restaurant, event venue and patio, serving as a popular hub for residents and visitors.
Designed by Ottawa-based Linebox Studios, the development reflects a commitment to environmentally and socially sustainable design, integrating community input from the outset, said Ottawa-based Windmill. Some of the church’s components, including two storeys worth of the church’s 27-inch thick limestone wall in the lobby and salvaged limestone, will be incorporated into the new structure and landscaping.
A stained-glass wall will also be used in the front entrance to preserve views of the church.
“We’re excited to bring new housing to Sandy Hill that nods to the neighbourhood’s historic character while embodying cutting-edge sustainable design and architecture principles,” said Jeremy Reeds, president of Windmill. “And when I say ‘sustainable’ I don’t just mean green building — I also mean socially sustainable. The Evergreen will enable future residents to sustain busy social lives, meet new people and support each other as neighbours.”
Allsaints owner Leanne Moussa purchased the church property with a group of local resident and business investors and spent two years on community collaboration to rezone the site for multi-residential housing.
“I had a theory that if I could bring local residents to the table, they would be inspired to support good development,” said Moussa. “We selected Windmill as our development partner because they have a solid reputation for sustainable development and share our vision for the neighbourhood.
“We did it the right way and the community bought in. This is a major win for Sandy Hill and for Ottawa.”
