Carney Marks Opening of Next Phase of Montreal’s REM LineChanges

Prime Minister Mark Carney has opened the second phase of Montreal’s REM light rapid-transit network.

The new 30-kilometre extension runs from downtown Montréal to Deux-Montagnes, adding 14 stations and bringing the electric transit system to nearly 50 kilometres and 19 stations in total. The expanded REM now connects the North and South shores with the city centre, including new service on the West Island.

“The REM is a world-class infrastructure project that connects Montreal, creates thousands of high-paying careers, and catalyses innovative partnerships between the public and private sectors,” said Carney. As Quebec’s largest public-transit project in half a century, the REM is testament to our ambition to build big, build bold, and build Québec strong so we can build Canada strong.”

Billed as Quebec’s largest public transit project in 50 years, the full REM network will eventually span 67 kilometres across 26 stations, linking downtown to Montreal-Trudeau International Airport. Once completed, it is expected to serve up to 170,000 riders daily, reduce greenhouse-gas emissions by 100,000 tonnes per year, and cut travel time between downtown and the airport to 25 minutes.

The project is creating significant economic benefits for the region, including 34,000 construction jobs, 1,000 permanent positions and more than $2 billion in wages when fully operational, said the Prime Minister’s Office.

Further extensions to Anse-à-l’Orme and the airport are slated to open in spring 2026 and in 2027. In July 2025, the Canada Infrastructure Bank announced a $1-billion loan to Aéroports de Montréal for a new terminal-connected building that will link directly to the REM as part of the airport’s largest-ever infrastructure overhaul.

Officials say the REM and related airport upgrades highlight Canada’s drive to build infrastructure at a scale that supports long-term investment, productivity and economic growth.
