Chard Aims to Develop 542 MF Units at Former Harlow Project Site
Chard Development plans to build two multi-family rental-residential towers containing 542 rental units on the former Harlow project site in Vancouver’s West End.
The local company has submitted a development application to the city for the site located at 1045 Haro Street.
“It is poised for transformation, consistent with city planning goals for increased density, rental housing, and pedestrian-friendly streetscapes,” states the development application. “Its proximity to Robson Street, transit, and major employment hubs makes it a prime redevelopment candidate within the West End and downtown Vancouver.”
Compared to a previous ownership group’s earlier plan, Chard’s design reduces building heights, shifts the housing mix entirely to rentals while boosting the suite count and scaling back retail and childcare components.
The newly submitted proposal calls for a 26-storey tower and a 25-storey structure atop a shared eight-floor podium, replacing the existing seven-storey rental building and a three-storey commercial building. The plan includes 22 below-market units, a 37-space childcare facility, retail space anchored by a grocery store, and various resident amenities.
The site’s previous owners had planned a larger project with a 55-storey tower and a 15-storey tower containing 450 condominiums, 66 rental units, 42,000 square feet of retail, a 49-space childcare facility, and a public plaza. That proposal was placed under receivership in early 2024, and Chard acquired the property through a court-ordered sale later that year. The purchase price was not disclosed at the time of sale, but a recent report stated that Chard paid $85 million for the site.
Architectural firm Musson Cattell Partnership is designing the project.
