Delta to Offer Housing Construction Rebates

The City of Delta will introduce a new rebate program aimed at accelerating the development of key housing types, especially multi-family projects, the Delta Optimist reports.

City council recently approved an amendment to its fees and charges bylaw to launch the Canada Mortgage and Housing Corporation (CMHC) Housing Accelerator Permit Rebate program.

“Establishing the rebate program to discount development fees is intended to use federal funding to accelerate the construction of new housing across Delta, with emphasis on multi-unit, purpose-built rental, missing middle, and non-market housing,” a city staff report states. “This would incentivize housing projects to move forward with development approvals and construction despite the current challenging market conditions.”

Earlier this year, CMHC announced Delta would receive approximately $14.2 million through its Housing Accelerator Fund (HAF), distributed over three years. In order to qualify for the funding, Delta must commit to measures that support faster housing development, including zoning reforms and streamlined approval processes.

The first of these initiatives is the newly approved rebate program, which will use $6 million of the HAF funding to offer discounts—particularly on building permit fees—for eligible housing projects.

According to the staff report, any single building permit can qualify for up to $500,000 in rebates. However, single-detached homes without accessory dwelling units will not be eligible for the discounts.
