Feds to Invest $1B in Quebec Housing Infrastructure

The federal government announced Wednesday that will invest about $1 billion to help Quebec modernize and expand its critical housing-related infrastructure.

The funding will flow through the Canada Housing Infrastructure Fund and will support projects tied to drinking water, wastewater and stormwater systems needed to enable new residential construction in communities across the province. The Quebec government will deploy the funding in line with its own priorities and territorial needs.

“Too many families in Quebec are still looking for a home that meets their needs. Municipalities need reliable, well-adapted infrastructure to make that possible,” said federal Housing and Infrastructure Minister Gregor Robertson. “By working closely with the Government of Quebec, we’re creating the conditions to speed up homebuilding, remove barriers, and deliver real solutions for communities.

“Thanks to these investments, we are supporting sustainable development and are giving communities the tools they need to build homes and communities where everyone can thrive.”

Geneviève Guilbault, Quebec’s minister of municipal affairs, said dozens of municipalities will now be able to carry out long-awaited work and provide reliable services throughout the province.

Alongside the investment, Ottawa and Quebec have signed a memorandum of understanding aimed at coordinating efforts to accelerate housing construction, particularly affordable housing. The agreement establishes a joint collaboration table to align priorities, streamline approvals and improve coordination among governments, municipalities and community partners, including under the Build Canada Homes program, which was launched in September 2025 to help reduce the impact of the country’s chronic housing shortage.

“At Build Canada Homes, our mission is to increase the supply of housing across the country in close partnership with provinces, municipalities and community partners,” Ana Bailão, Chief Executive Officer, Build Canada Homes. “Today’s agreement is a decisive step to help Quebec communities respond to the urgent needs of families seeking safe, affordable homes that suit their reality.”

By working hand‑in‑hand with the province and supporting modern, effective solutions, Ottawa is creating the right conditions to deliver homes faster in Quebec and build communities where people can feel confident about their future, she added.
