Hydro-Quebec Requesting Small-solar Development Proposals

Hydro-Quebec is inviting proposals for small-scale solar energy projects as part of a broader push to add 3,000 megawatts (MW) of solar power to its grid by 2035.

The first phase seeks bids for projects of up to 25 MW, totalling 300 MW, with a target for grid connection by 2029. Proposals are due by March 31, 2026.

“It could be private industries, could be community-based; First Nations as well,” Cendrix Bouchard, Hydro-Quebec spokesman, told SustainableBiz Canada. “What we’re actually hoping for is having projects that will maximize economic generation in Quebec.”

The call marks Hydro-Quebec’s first such tender, according to SustainableBiz. Bouchard told his interviewer that the declining cost of solar technology—down 90% over 15 years—has made the energy source more viable, with further drops expected by 2035.

Hydro-Quebec plans to start with smaller projects connected to its distribution network, reducing connection costs and avoiding agricultural zones.

Residential and commercial building owners will also be eligible for incentives starting in 2026, SustainableBiz reported. Hydro-Quebec hopes to see 125,000 solar-equipped customers by 2035, up from 1,000 today. Potential savings are estimated at 30%, or about $500 per year per household.

“We already have a lot of hydroelectricity of course, wind power as well; now we’re adding solar panels,” Bouchard told SustainableBiz.
