Laval to Get New Low-Carbon Neighbourhood
The City of Laval has unveiled plans for a new low-carbon neighbourhood that would include 3,500 new homes.
Plans call for Carré Laval to transform a stretch o Highway 15 in the heart of the Montreal suburb into an innovative living environment inspired by international best practices. Designed to promote active transportation, the neighbourhood is slated to be built around a 22-hectare regional park.
The city announced its intention to collaborate with the Société de développement Angus (SDA, or Angus Development Corporation) to build 1,000 residential suites, including 500 affordable units, and create an innovation centre as part of the development’s first phase.
“The vision for the development of Carré Laval emphasizes quality of life, innovation and sustainability,” said Laval Mayor Stéphane Boyer. “On this exceptional site, in the heart of downtown, we will create a unique environment where the community can flourish in a healthy, dynamic and resolutely forward-looking environment.
“Ultimately, Carré Laval will become a pivotal and identity-building hub for Laval residents and will attract people from all walks of life. This international-scale project will allow the City of Laval to enter a new era.”
The agreement with SDA calls for the development of the 1,000 multi-residential units and a building that will house “unique health, life sciences and commercial and research activities,” according to the news release.
“The Angus Development Corporation is deeply honoured to contribute to a project that redefines the standards of sustainable urban planning,” said Charles Larouche, the company’s executive vice-president. “This project, which goes well beyond usual expectations, is a concrete response to current housing issues.
“Our collaboration with the City of Laval represents an opportunity to participate in the development, once again, of an innovative eco-neighbourhood and even to go further. Each step taken brings us closer to a shared vision of a greener and more resilient city, designed to meet the needs of citizens and their well-being.”
The city said it is launching a “participatory approach” to the project. A public meeting will be held September 24 at 7 p.m. at the Cabaret de l’Avenir at Collège Letendre.
