Northwest Proposes Third Tower on Medical-Office Site

Northwest Healthcare Properties REIT has revised its proposal for a mixed-use development on a medical-office site by Fairview Mall Drive in Toronto, Urban Toronto reported.

Planning firm Bousfield has filed a revised development plan on Northwest’s behalf with the city, seeking to add a third multi-family residential tower. If all goes according to plan, the three towers will stand 35, 39, and 47 storeys.

The updated submission, designed by WZMH Architects, significantly increases density and reconfigures the site, which currently hosts a four-storey medical-office building and surface parking.

Spanning 105,073 square feet, the site is located at 5 Fairview Mall Drive at the southeast corner of Fairview Mall Drive and Don Mills Road. The revised plan calls for the tallest tower to replace the 86,111-sf building. office building while introducing a new public street along the east boundary.

According to Urban Toronto, the development would feature a total gross floor area of 997,933 sf—nearly doubling the previous 540,415-sf proposal. Residential space has been expanded to 884,942 sf, while office space has been reduced to 99,675 sf. Retail, scaled down to 3,530 square feet, would activate the ground level.

The development would also feature a new internal courtyard with medical-office space consolidated within an eight-storey podium beneath the 39-storey tower. Other amenities include indoor space within podiums; more than double the original amount of outdoor space, including terraces and a courtyard and a privately-owned publicly accessible space at the corner of Fairview Mall Drive and Don Mills Road.

Plans call for the development to be completed in three phases.

Adjacent to the site, the Fairview Mall dedevelopment project is set to reshape its lands with 14 new towers between 22 and 52 storeys, replacing much of the mall’s surface parking, according to Urban Toronto.

The project follows a broader trend of intensifying regional shopping centre sites in Southwestern Ontario’s Greater Golden Horseshoe.

Northwest first proposed redeveloping 5 Fairview Mall Drive in August 2022 with two towers of 31 and 36 storeys connected by a five-storey podium, while retaining the medical office building. The latest submission by planning firm Bousfields seeks Official Plan Amendment, Zoning By-law Amendment, and Site Plan Approval, reflecting a shift toward greater height and density in response to planning feedback and evolving development trends.
