Shindico Acquires Water Tower Land for Retail Development

Shindico has acquired 14.34 acres of land within Winnipeg’s Water Tower District for a new retail development project.

Owned by Shindico, the Water Tower district the Manitoba capital’s newest infill mixed-use development. The site, located at the southeast corner of Marion Street and Archibald Street on the former Canada Packers/Public Markets lands, represents one of the city’s most significant infill redevelopment opportunities, said Shindico.

As the owner and developer, Shindico will fully design, construct, and lease the retail component with Olexa Developments, a long-time collaborator. The project will feature a best-in-class retail centre complemented by multi-family and industrial uses, forming a complete, walkable neighbourhood focused on convenience, accessibility, and long-term tenant success.

“We’re excited to bring another premier retail and mixed-use project to an established Winnipeg neighbourhood,” said Sandy Shindleman, founder, CEO and chairman of Shindico, which is celebrating its 50th anniversary this year. “As owner and developer of the retail component, Shindico is proud to lead the creation of a high-quality shopping destination that will anchor this landmark infill redevelopment and serve residents for decades to come.”

Construction of the first multi-family residential phase is scheduled to begin in 2026, with the retail project to follow shortly thereafter. The retail hub will feature a mix of national and local tenants, along with drive-thru opportunities and high-visibility pad sites serving both residents and commuters.

As a transit-oriented infill redevelopment, the Water Tower District will transform a former industrial site into a vibrant community that integrates retail, housing, and employment. Located in St. Boniface, Winnipeg’s French cultural hub, the district will reflect the area’s strong sense of community and proximity to amenities such as St. Boniface Hospital, Bonivital Pool, Windsor Park Golf Course, and Niakwa Country Club, said Shindico.

Shindico’s project continues the company’s legacy of high-quality infill and mixed-use developments across Manitoba, including Grant Park Pavilions, Grant Park Festival, and Corral Centre in Brandon.
