Telus Begins Construction on Point Grey Mixed-Use Apartment Building

Construction has begun on a five-storey Telus Living project in Vancouver’s Point Grey area.

The mixed-use apartment development site is located at 2608 Tolmie Street, on the southeast corner of West 10th Avenue and Tolmie Street, marking the redevelopment of a longtime telecommunications exchange site at the western edge of West Point Grey Village.

The property was occupied for decades by a copper-based telephone exchange and served decades ago as the backbone of British Columbia’s phone system, says the company. Telus has transitioned to fibre-optic infrastructure, which requires far less space, the company has been able to consolidate its telecommunications operations elsewhere and free the site for redevelopment rather than incorporating a replacement utility into the new building.

The 42,300-square-foot development will include 55 secured purpose-built market rental apartments on the upper four floors, with retail and retail space at street level, says Telus. An underground parkade and what Telus describes as “robust cycling infrastructure” are also part of the mix. Telus is partnering with Ledcor Property Investments on the project.

Residents will have access to Telus smart home technology and shared amenities such as co-working and study spaces, along with indoor and outdoor lounges.

“By repurposing our real estate assets right here in Vancouver, we’re making a meaningful difference in the community by turning technological progress into homes where families and individuals can thrive,” said Manasweeta Bhatia, vice-president of real estate and business continuity for Telus.

The project arrives as West Point Grey Village continues to adjust to shifting activity patterns, including the 2023 relocation of its Vancouver Public Library branch to a site just west of Tolmie Street, near the Telus development, according to Daily Hive

Immediately north of the site is the former Safeway property, a three-acre parcel that has sat vacant since the grocery store closed and was demolished in 2018. City council approved rezoning for that site in March 2025 to allow a large mixed-use development with two towers of 21 and 19 storeys, but municipal records indicate the project has not yet advanced to the development-permit stage, Daily Hive reported.

That future redevelopment is planned to deliver 571 secured purpose-built rental homes and more than 41,000 sq. ft. of retail space, including a new grocery store, according to Daily Hive. Elsewhere in Vancouver, Telus Living projects are redeveloping former exchange sites with new buildings that integrate smaller replacement utility facilities on-site, including projects in the Mount Pleasant, Kitsilano and Sunset areas.

Two other developments bearing the Telus Living banner are slated to open in Nanaimo, B.C., and Sechelt, B.C., in early 2026. Telus is also proposing to develop 18 more properties comprising about 3,000 multi-residential suites across B.C. over the next six years.

The company plans to expand the program to Alberta and Ontario.
