TramCité Selects Two Consortia for Quebec City Tramway Contracts

TramCité has selected two consortia as preferred bidders for major civil and systems contracts on the Québec City tramway project.

The consortia—Tram Alliance for the civil works and Quebec Connexion Capitale for the systems contract—will be responsible for the design and construction of key components of the tramway network.

Tram Alliance includes Construction Kiewit Cie and EBC, with engineering led by Kiewit Conception and supported by WSP, Artelia, Cima+ and Régis et Richez_Associés. Quebec Connexion Capitale is comprised of AtkinsRéalis Major Projects and Siemens Mobilité, with engineering handled through a joint-venture between the two firms.

The selections followed a “rigorous, competitive and transparent” request-for-proposals process led by CDPQ Infra under the supervision of an independent monitor, said TramCité management in a news release. Montreal-based CDPQ Infra is pension-fund manager’s La Caisse’s infrastructure arm,

Proposals were assessed on criteria including technical quality, approach, team expertise, execution capacity, local market knowledge, scheduling and financial compliance.

“Strong market interest and the quality of the proposals received confirm the credibility and attractiveness of a project that will durably transform mobility in Québec City and generate significant economic benefits for the region,” said Daniel Farina, president and CEO of CDPQ Infra.

The two consortia will now enter a 14-month co-development and detailed design phase, working alongside the rolling stock supplier to refine technical solutions, finalize planning and prepare for construction in alignment with the overall project schedule.

“The selection of the consortia for the civil and systems contracts represents a key milestone for TramCité. It allows us to rely on highly qualified teams, selected through a rigorous process and in compliance with the established budget framework, to advance a major infrastructure project,” said Jean-Philippe Pelletier, vice-president of TramCité.

TramCité the company behind is a 19-kilometre urban tramway project of the same name being developed jointly by the Government of Quebec, the Quebec City municipal government and CDPQ Infra, with financial support from federal government.
