Vancouver City Council Approves VGH+ Project

Vancouver city council has unanimously approved a development application for two towers as part of a phased expansion of the Vancouver General Hospital campus.

The VGH+ development site is located at 900-990 West 12th Ave.

The VGH & UBC Hospital Foundation, which owns the property, is developing two mixed-use buildings with institutional space and ground-floor commercial uses. Westbourne Projects is managing the effort, while architecture firm Musson Cattell Mackey Partnership is designing the development.

“This VGH & UBC Foundation project is a major investment in the health and well-being of people living in Vancouver and the province,” said Mayor Ken Sim. “By approving this project, the city is supporting innovative, forward-looking solutions that expand seniors’ care, modernize health care infrastructure and strengthen essential services. It’s a great example of how the Foundation is delivering lasting benefits for our community.”

Construction is slated to begin in 2027 on a 26-storey west building with 280 seniors’ long-term care beds, clinical and diagnostic space, clinical-support functions, and physician offices. A future 28-storey east building would feature clinical space, medical offices, childcare, and public open space.

“This is VGH+ in action,” says Angela Chapman, the foundation’s president and CEO. “We’re taking bold, practical action to strengthen public health care — accelerating solutions that expand access, modernize care and create lasting impact to patients and their families. By investing in and owning this site, we’ve built a circular philanthropic model that keeps giving — fueling world-class care, groundbreaking research and future cures for generations.”

Now that the zoning has been secured, the foundation will focus on obtaining the necessary funds to complete the project.

The development site is currently occupied by the Windermere Care Centre and a three-storey rental-apartment building. According to multiple reports, the city is currently relocating tenants in accordance with its zoning policy.
