Marie Foley is the Director of Technical Advisory Services at INTECH Risk Management and has over 20 years of experience on major infrastructure projects across Canada, the United States, the Caribbean, and Turkey.

She is an industry leader in providing technical advisory services to lenders and investors for public-private partnerships (P3s) and financed infrastructure projects across all sectors. She specializes in risk management, life cycle reviews, and facilities management advisory services.

Foley has provided infrastructure advisory services on over 150 P3 projects with a combined capital expenditure of $50 billion. She has led technical due diligence and construction phase services on P3 projects in nearly every Canadian province and across the U.S.

She has consulted on residential housing and commercial assets across Canada and the U.S., including student and seniors housing projects for some of Canada’s largest institutional investors such as Blackstone.

Foley is a member of the Royal Institute of Chartered Surveyors and the Canadian Institute of Quantity Surveyors and has served on the CCPPP’s board of directors.
